Anti Ragging Policy

In 2009, the University Grants Commission (UGC) passed UGC REGULATION ON CURBING THE MENACE OF RAGGING IN HIGHER EDUCATIONAL INSTITUTIONS, 2009. These regulations mandate every college responsibility to curb the menace of ragging, including strict pre-emptive measures, like lodging freshers in a separate hostel, surprise raids especially at night by the anti-ragging squad and submission of affidavits by all senior students and their parents taking an oath not to indulge in ragging.

In view of the above regulation on curbing the menace of Ragging, the undersigned has formed the Anti-Ragging Committee (ARC) and Anti-Ragging Squad Committee (ARSC), constituting a Chairman and members. The ARC Chairman is authorized to implement stringent measures, ensure discipline, and ensure there are no instances of Ragging on the college campus.

If any instances of Ragging are found Chairman shall take appropriate measures immediately and submit a detailed action taken report to the Principal.

ARC Chairman has to conduct regular meeting with ARC members along with ARCS committee members. In the meeting they are instructed to review / update the status of the ground realities and submit a report to the principal annually.

A brief sketch of what constitutes ragging and measures to be taken to curb the menace of ragging are furnished below.

  • Forms of Ragging: Display of noisy, disorderly conduct, teasing, excitement by rough or rude treatment or handling, including rowdy, undisciplined activities which cause or likely to cause annoyance, undue hardship, physical or psychological harm or raise apprehensive fear in a fresher, or asking the students to do any act or perform something which such a student will not do in the ordinary course and which causes him/her shame or embarrassment or danger to his/her life, etc.

  • Any conduct by any student or students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness a fresher or any other student.

  • Indulging in rowdy or indiscipline activities by any student or students which causes or is likely to cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension thereof in any fresher or any other student;

  • Asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing or generating a sense of shame, or torment or embarrassment so as to adversely affect the physique or psyche of such fresher or any other student.

  • Any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any other student or a fresher;

  • Any act of financial extortion or forceful expenditure burden put on a fresher or any other student by students;

  • Any act of physical abuse including all variants of it: sexual abuse, homosexual assaults, stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any other danger to health or person;

  • Any act or abuse by spoken words, emails, post, public insults which would also include deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to fresher or any other student;

  • Any act that affects the mental health and self-confidence of a fresher or any other student. With or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a student over any fresher or any other student.

Composition of the Committee:

The Anti-Ragging Committee will be constituted as per the guidelines provided by AICTE and UGC. It will consist of representatives from various stakeholders, including the Principal (Chairperson), faculty members, administrative staff, parents, students, and an external member such as a local NGO representative or a law enforcement officer. This diverse composition ensures impartiality, inclusivity, and effective decision-making to address and resolve any issues related to ragging.

Objectives

  • To create awareness about the harmful effects of ragging and its legal consequences.

  • To establish a clear mechanism for addressing complaints related to ragging swiftly and effectively.

  • To enforce the directives of the UGC/AICTE and state authorities regarding anti-ragging measures.

  • Conduct workshops, seminars, and orientation programs to educate students and staff about anti-ragging laws.

Roles and Responsibilities

  • Enforce UGC/AICTE regulations against ragging through orientation programs, posters, and awareness campaigns

  • Conduct regular inspections of hostels, common areas, and other vulnerable spots within the campus.

  • Ensure the prompt registration and investigation of complaints related to ragging, followed by appropriate action in accordance with institutional policies and legal provisions.

  • Offer counseling to victims and perpetrators to address the psychological impacts and ensure rehabilitation.

  • Submit periodic reports to regulatory authorities, detailing the measures taken and cases resolved.

  • Recommend stringent disciplinary actions, including expulsion or rustication, against those found guilty of ragging.

Anti-Ragging Squad

This is an operational body working under the Anti-Ragging Committee to maintain vigilance and enforce the rules on the ground.

Roles and Responsibilities:

  • Surveillance

    • Conduct regular and surprise checks in hostels, classrooms, canteens, and other potential hotspots for ragging.

    • Keep an eye on the interaction between senior and junior students, especially during the initial weeks of the academic year.

  • Prevention

    • Ensure strict supervision in areas prone to ragging

    • Act as a deterrent by making their presence known to students.

  • Immediate Action

    • Intervene promptly in case of any ragging incident.

    • Report incidents to the Anti-Ragging Committee for further action.

  • Confidentiality and Reporting

    • Maintain confidentiality of the complainant’s identity.

    • Submit detailed reports of surveillance and any incidents to the Anti-Ragging Committee.

  • Student Interaction

    • Build a rapport with students to encourage them to report ragging without fear.

    • Conduct informal discussions to understand student issues and prevent misunderstandings.

Anti-Ragging Squad work collaboratively with Anti-Ragging Committee to foster a safe and inclusive campus environment, ensuring that no student experiences the psychological or physical harm associated with ragging.

The Grievance Redressal Cell has been established in Seshadripuram Institute of Technology, Mysuru, as per UGC and VTU norms, to provide a structured mechanism for addressing grievances faced by students, faculty, and staff members. SC/ST/OBC Cell (SSOC)

In compliance with Government of India and UGC guidelines, Seshadripuram Institute of Technology, Mysuru has formed an SC/ST/OBC Committee to eliminate social disparities and empower students and staff from these communities. The committee’s primary goal is to implement policies that promote social justice, economic welfare, and educational advancement.

About the SC/ST/OBC Committee: Established under UGC directives during the IX Plan, the SC/ST/OBC Cell ensures compliance with reservation policies in admissions, staff appointments, and welfare programs. It also facilitates initiatives like a Book Bank for students.
